Il programma di silvicoltura comunitaria è considerato un modello efficace non solo per la conservazione delle foreste, ma anche per soddisfare le esigenze di base delle popolazioni locali. Non può essere sostenibile se non risponde alle esigenze delle persone svantaggiate, che sono i veri utilizzatori della foresta. La silvicoltura comunitaria dovrebbe ridurre la povertà, soprattutto nelle aree remote del Nepal, dove la popolazione al di sotto della soglia di povertà standard è estremamente elevata e le condizioni della foresta sono degradate.
