Der Band untersucht, wie die öffentliche Verwaltung mit Fällen umgeht, die durch ein komplexes Geflecht von Interessen und Nebenwirkungen, eine Vielzahl von Beteiligten und divergierenden Zielvorstellungen, sowie durch politische Aufmerksamkeit gekennzeichnet sind. Aus dem Vergleich mehrerer Fallstudien aus dem Bereich der Wirtschaftsförderung in Baden-Württemberg wird ein typisches Verlaufsmuster in Form eines Phasenmodells abgeleitet. Nach einer systematischen Durchsicht von elf theoretischen Ansätzen aus verschiedenen Wissenschaftsdisziplinen zum Umgang mit Komplexität wird ein hypothetisches Anforderungsprofil erarbeitet, das bestimmte individuelle Strategien in den einzelnen Phasen der Fallbearbeitung nahelegt. Schließlich wird ein Verwaltungsplanspiel entwickelt und prototypisch vorgestellt, mit Hilfe dessen solche individuellen Strategien getestet und geübt werden können.
