Atualmente, o sistema de ensino superior na Índia enfrenta uma grave crise de recursos. É necessário prestar um apoio financeiro adequado ao sistema de ensino superior. A rápida diminuição das necessidades financeiras do ensino desde o início dos anos setenta criou problemas para o sector. O grave problema surgiu no início da década de 1990, quando o ensino superior foi descrito como um bem não meritório pelo qual o governo tinha pouca responsabilidade de financiamento. A Nova Política Económica também afectou a política de educação na Índia. A privatização do ensino teve início após a GLPM.
