Dla rozwoju społeczności konieczne jest, aby udział mieszkańców w zarządzaniu był obowiązkowy. Podczas gdy organizacja zarządzająca powinna podjąć poważne działania na rzecz obszarów wiejskich. Decydenci polityczni i agenci rządowi muszą skupić się na tych obszarach w celu zapewnienia dobrobytu i rozwoju. Struktury rozwoju obszarów wiejskich są postrzegane jako sprzyjające partycypacji obywatelskiej. Opierają się one na założeniu, że zrównoważony rozwój można osiągnąć jedynie poprzez zaangażowanie wszystkich zainteresowanych stron.
