يمكن اعتبار هذا الكتاب مرجعا لإعداد المعايير الرئيسية العامة لجودة منظومة التربية والتكوين. تمت صياغته انطلاقا من توجهات الرؤية الاستراتيجية 2015-2030 ومن استقراء أهم التجارب الدولية في الاشتغال بالمعايير في مجال التعليم. وعمل المؤلفان على الإحاطة بمفهوم المعايير والمقاربة المتمحورة حول النتائج ووضعها ضمن سياق العمل على إرساء نظام وطني للجودة يمكن من تحقيق وظائف المدرسة في علاقة بالارتقاء بجميع الأفراد وتنمية المجتمع في شموليته. كما أجريا قراءة مقارنة لتطبيق معايير التعليم في بعض الدول مع استخلاص الدروس الممكنة من أجل تطبيق نموذج للمعايير يكون في خدمة جودة التعلمات لجميع المتعلمين والمتعلمات. هذا العمل مكمل للكتاب الذي صدر للمؤلفين بعنوان 'الإطار المرجعي للجودة في منظومة التربية والتكوين: الدلائل المرجعية لمعايير الجودة' الذي يمكن اعتباره مرجعا عمليا للفاعلين التربويين والإداريين من أجل قيادة وتدبير شؤون المؤسسات التعليمية والتكوينية ومعرفة تنظيم طرق اشتغالها. وهكذا يساهم في توحيد معايير الجودة في جميع المؤسسات الذي يعتبر عاملا أساسيا لضمان الحد الأدنى من جودة الخدمات التعليمية، وبالتالي تأمين تكافؤ الفرص لمختلف الفئات الاجتماعية من التلاميذ. ويمكن الاستئناس بالمنهجية المفصلة فيه من أجل وضع دليل مرجعي لمعايير الجودة خاص بكل سلك تعليمي أو تكويني ابتداء من التعليم الأولي، وانتهاء بالتعليم العالي، ومرورا بالتكوين المهني.
