Este estudo examina a forma como a má gestão económica limitou a capacidade da Libéria de exercer a sua soberania e vice-versa. Explora as lutas com que se confrontou a governação política e económica da Libéria e salienta também as complexidades que constituem o cerne dos descontentamentos existentes no âmbito dos actuais quadros globais de comércio internacional, investimentos e governação. O argumento central é que os quadros regulamentares deficientes, as instituições disfuncionais e as baixas capacidades humanas abriram o país à exploração e às manobras das empresas estrangeiras. Em particular, o estudo afirma que os IDE/concessões poderiam gerar maiores benefícios para o país ou para a sua população, se fossem regulados corretamente.
