Den Bedarf und den Umfang von Personalentwicklungsmaßnahmen zu analysieren ist eine der wesentlichen Bausteine einer erfolgreichen PE. Erst wenn das Unternehmen weiß, welche Anforderungen sich in nächster Zeit auftun werden und welche Mitarbeiter mit welchen Kenntnissen, Fähigkeiten und eigenen Zielsetzungen hierfür zur Verfügung stehen, kann ein Abgleich erfolgen. Dieser Abgleich lässt den benötigten Entwicklungsbedarf erkennen und es können die nötigen Personalentwicklungsmaßnahmen eingeleitet werden. Die MAB ist eine Möglichkeit, den Ist-Zustand zu ermitteln, d.h. die Vorstellungen der Mitarbeiter zu erfahren und durch die Durchführung positive Signale zu setzen. Voraussetzung ist es, eine systematisch geplante, mit einer Zielsetzung versehene und strategisch konzeptionierte MAB durchzuführen. Stehen Mitarbeiter, Vorgesetzter und Unternehmensleitung im steten Kommunikationsprozess während der MAB, werden die Mitarbeiter eingebunden und erzeugte Handlungsempfehlungen unter Mitwirkung der Mitarbeiter umgesetzt. Das Entstehen von unternehmenssichernden Personalentwicklungsmaßnahmen eine ist damit auch eine Ent- und Belohnung für alle Beteiligten.
