Analysis and evaluation of the Regional FOIL Program (Occupational Training and Labor Insertion), a major project of the Central American Integration System (SICA), which allows visualizing its social dimension.Since the only effective policy to reduce the migratory flows generated by economic deficiencies of the populations of dozens of countries, is to improve the national public policies of each State in the area of Occupational Training and Labor Insertion, within the framework of the processes of regional integration and international insertion to increase the foreign trade platform that can be reached, and thus be able to expand internal and external labor markets, so that people can find and develop a life project in their own countries and not be forced to emigrate to third countries to achieve these objectives, with the problems, frustrations and tragedies that this entails.
