El Memorandum de Entendimiento de París sobre inspecciones por parte del Estado Rector del Puerto fue firmado en el año 1982, después de que en el año 1978 tuviera lugar la catástrofe del Amoco Cádiz, conocido internacionalmente como PMoU. El propósito de este sistema armonizado de inspección es evitar la navegación de los buques subestándar entre puertos europeos y canadienses del Atlántico Norte. El objetivo original del PMoU fue la inspección de cada país miembro del 25%% de todos los buques mercantes extranjeros que entraran en sus para identificar el grado de riesgo.
