Wie sind die Handelnden mit den räumlichen Ebenen und Entscheidungen verknüpft? Welche Steuerungsaspekte sind für die Projektdurchführung relevant? Wo liegen besondere Herausforderungen? Die Untersuchung verbreitert die Wissensbasis für lokale Bildungslandschaften und formuliert Empfehlungen für kommunale und privatwirtschaftliche Akteure.
