Namibia’s state-owned enterprises were meant to be engines of economic emancipation. At independence in 1990, the government inherited a fractured colonial economy bound to South African and foreign capital. Rather than nationalization, SWAPO created commercialized parastatals. NAMCOR faces financial distress despite oil discoveries. TransNamib moves less freight than in the 1980s. NamPower relies on expensive imported power. Namibia’s case is uniquely instructive. As a middle-income country with strong institutions, it is not a fragile state. If even Namibia struggles to build high-performing national champions, what hope exists for more fragile economies, and what does this reveal about the limits of state capitalism in small states? This book examines NAMCOR, TransNamib, and NamPower through an institutional ethnographic lens. It peers inside their organizational architecture to understand power, accountability, capital flows, and why competent professionals so often find themselves structurally paralyzed. The central argument is that Namibia’s public enterprises suffer from a distinct 'small-state handicap.' In a country of just over three million, specialized expertise is scarce, political proximity is intense, the domestic market is too small for economies of scale, and patronage pressures remain strong. This does not mean state ownership is doomed. It means the current paradigm has run its course. The book advocates tightly focused, specialized public enterprises executing narrow strategic mandates exceptionally well, embedded in transparent ecosystems of private and international co-investment. Drawing on parliamentary records, audited reports, judicial findings, and academic literature, this study engages global debates on state capitalism. It is written for policymakers, scholars, and citizens who believe the state has a vital role in economic transformation, executed with commercial skill, capital discipline, and public accountability.
