O problema do aumento do nível arquitetónico e artístico das soluções de planeamento urbano é de extrema importância nas condições de urbanização intensiva e crescimento caótico das cidades, levando à violação da singularidade da imagem do ambiente urbano, aprofundando a crise de compreensão do espírito do lugar. O simbolismo, enquanto transmissão de conteúdos interiores através de informação não textual, tem sido relevante na criação de um contexto de valor inquestionável para os objectos de arte, arquitetura e urbanismo desde as origens étnicas da cultura até aos nossos dias. Este estudo considera o ambiente urbano como um sistema complexo de várias camadas que integra e hierarquiza gradualmente a forma de planeamento da cidade em quatro níveis constituintes. Cada um destes níveis forma a sua própria imagem simbólica arquitetónica e artística, mas juntos estão ligados por um único conceito e conteúdo filosófico-estético e arquitetónico e urbanístico. O desdobramento gradual de todos os componentes deste conceito e significados cria condições favoráveis para a obtenção de uma justificação intelectual e filosófica e de uma imagem-símbolo artística e estética do ambiente urbano.
