Forscher haben argumentiert, dass schwarze Bürgermeister aufgrund der wirtschaftlichen Zwänge, denen Städte ausgesetzt sind, sich trotz der Beteiligung von Schwarzen am Wahlprozess nicht auf Umverteilungsbedürfnisse konzentrieren können. Stattdessen argumentieren sie, dass diese Bürgermeister sich stärker auf Entwicklungspolitiken konzentrieren müssen, die zur Steuerbasis der Stadt beitragen. Angesichts der Erfahrungen der Schwarzen in Amerika und der Annahme, dass schwarze Bürgermeister im Namen der schwarzen Gemeinschaft handeln, ist es angebracht, die Umsetzung der Umverteilungspolitik in Städten mit schwarzen Bürgermeistern zu untersuchen. Diese Studie untersucht, inwieweit schwarze Bürgermeister sich an der Umverteilungspolitik beteiligt haben, indem sie die Ausgaben des Community Development Block Grant-Programms (CDBG) in vier Städten unter der Leitung schwarzer Bürgermeister analysiert. Die Analyse zeigt, dass die schwarzen Verwaltungen in den vier Städten im Vergleich zu den CDBG-Ausgaben auf nationaler Ebene und den Ausgabemustern in den zwanzig Städten mit den höchsten Ansprüchen mehr Mittel für Umverteilungsmaßnahmen bereitgestellt haben.
