Twierdzą oni, że burmistrzowie ci muszą skupiać się bardziej na polityce rozwojowej, która przyczynia się do zwiększenia dochodów podatkowych miasta. Biorąc pod uwagę doświadczenia czarnej społeczności w Ameryce oraz założenie, że czarni burmistrzowie będą działać w imieniu tej społeczności, właściwe jest zbadanie wdrażania polityki redystrybucyjnej w miastach, w których burmistrzami są czarnoskórzy. Niniejsze badanie analizuje stopień zaangażowania czarnych burmistrzów w tworzenie polityki redystrybucyjnej poprzez analizę wyników wydatków programu Community Development Block Grant (CDBG) w czterech miastach, w których burmistrzami są czarnoskórzy. Analiza wykazała, że czarne administracje w czterech miastach przeznaczyły więcej środków na działania redystrybucyjne w porównaniu z wydatkami CDBG w skali kraju i wzorcami wydatków w dwudziestu największych miastach uprawnionych do otrzymywania dotacji. Wyniki te sugerują, że redystrybucja polityczna jest kwestią wyboru politycznego i że może być konieczna zmiana oczekiwań społeczności czarnej w odniesieniu do odpowiedzialności za redystrybucję.
