Am Beispiel der umfangreichen Veränderungen der Akteurkonstellation seit den 1990er-Jahren im Deutschschweizer Bildungssystem analysieren die Autorinnen Inhalt, Struktur und Prozess der Schulreformen im politischen Zusammenspiel der Makro- und Mesoebene.Die Rekonstruktion von Interdependenzen der hierarchisch angeordneten Politikebenen verdeutlicht die Komplexität des Reformprozesses und widerlegt die gängigen und unterkomplexen Darstellungen von Bildungspolitik. Das Wirkungsgeflecht innerhalb sowie zwischen den Systemebenen sowie im zeitlichen Längsschnitt erklärt, warum Veränderungen nicht zu jedem Zeitpunkt möglich sind. Schulreformen bewegen sich vielmehr in einem Spannungsfeld intendierter und nicht-intendierter Wirkung politischen Handelns.
