A great diversity in rural development policies has occurred within the last half a century. In recent decades, however, the vital role of public participation has been recognized increasingly by most development experts and authorities. The main philosophy of participation is to use collective thoughts and ideas in the decision-making process. For the community development it is needed that local people’s participation in governance is compulsory. While governance organization should take serious actions for the rural areas. Policy makers and government agents need to focus on these areas for the welfare and development. Area-based rural development structures are seen to foster civic participation. It is based upon the assumption that sustainable development can be achieved only through the involvement of all stakeholders. Public participation became a statutory requirement in preparation of development plans. The motivation of the people for their development is halfway there. One of the common vehicles for community development includes voluntary community organizations such as local groups, youth groups, sporting clubs, and local resident associations.
