Os sistemas de ensino superior sempre se centraram no conhecimento e na investigação científica, desempenhando um papel fundamental na criação, preservação e transmissão destes recursos em benefício da comunidade. Nas últimas décadas, estes sistemas têm sofrido transformações significativas para melhor responder às necessidades da sociedade contemporânea. Desde a promulgação da Lei 01.00, foram envidados esforços importantes para melhorar o ensino superior marroquino e adaptá-lo às ambições do país. Estas iniciativas incluem a implementação da reforma do sistema LMD (Licence, Master, Doctorat) e o Programa de Emergência 2009-2012, que introduziu uma relação contratual entre o Estado e as universidades, com um acompanhamento dos projectos universitários baseado em objectivos precisos e indicadores quantificáveis.
