Praca dotyczy obserwacji zachowania kierownictwa szkoły w obliczu popełnienia przestępstwa w placówkach państwowej sieci edukacji publicznej, w przeciwieństwie do przepisów dotyczących dzieci i młodzieży. Badanie ma na celu przeanalizowanie, czy państwowe przepisy prawne są sprzeczne z Konwencją o Prawach Dziecka oraz Statutem Dziecka i Młodzieży, co zagrażałoby prawidłowemu zrozumieniu przez nastolatków ich uczestnictwa i odpowiedzialności w społeczeństwie. Poprzez badania bibliograficzne i częściowo ustrukturyzowane wywiady z dyrektorami szkół w ich środowisku pracy, celem było wyjaśnienie tego problemu poprzez porównanie ich działań określonych w przepisach szkolnych stanu Maranhão i wyżej wymienionych przepisach. Po przeanalizowaniu uzyskanych informacji, sytuacja została wyjaśniona w odniesieniu do powierzenia kierownictwu szkoły odpowiedzialności za postępowanie w sytuacjach wynikających z popełnienia przestępstwa w szkole.
