Die Gemeinderäte waren einer der bemerkenswertesten Mechanismen zur Aufrechterhaltung des riesigen portugiesischen Überseeimperiums. Sie gingen aus den alten mittelalterlichen Räten hervor und bündelten die Interessen der kolonialen Eliten, da sie sich aus den guten Männern der Kolonie zusammensetzten, beträchtliche Macht über die lokale Gesellschaft ausübten und die Freiheit hatten, ihre Wünsche oder Schwierigkeiten gegenüber dem portugiesischen König zu vertreten. Parallel zur Macht des Senats der Stadtkammer gab es die königlichen Behörden: die Kolonialgouverneure. Diese Teilung der Macht in der Kolonie führte häufig zu Konflikten zwischen dem Gemeinderat und den Gouverneuren. Diese Situation wurde durch die französischen Korseneinfälle von 1710 und 1711 noch verschärft, die die Schwäche des portugiesischen Reiches zeigten, das nicht in der Lage war, seine Feinde auf dem weiten Ozean einzudämmen, sondern auf die menschlichen Ressourcen seiner Kolonien angewiesen war. Doch all diese Kriegsanstrengungen, die Rio de Janeiro auf Kosten der kolonialen Wirtschaft mit Mauern und Befestigungen einschlossen, brachten die Beamten des Königs und die Mitglieder des Senats in gegensätzliche Lager, so dass Konflikte über die Nutzung und den Besitz des Stadtgebiets von Rio de Janeiro im 18.
