Als deutlichstes Kennzeichen der Disproportionalität tritt die geringe Präsenz von Frauen unter den Parlamentariern und Regierungsmitgliedern hervor, obwohl sie mehr als 50 Prozent der Bevölkerung ausmachen. Beeinträchtigt dieses Ungleichgewicht die Funktionsfähigkeit des Repräsentativsystems? Ist die weibliche Bevölkerung deshalb politisch unterrepräsentiert? Das Buch widmet sich theoretisch und empirisch durch einen Vergleich mit den USA ausführlich dieser zentralen Frage für die Legitimation der westlichen Demokratien. Erstmalig werden die Ergebnisse der traditionellen Repräsentationsforschung vor diesem Hintergrund beleuchtet und den Erkenntnissen der Frauenforschung gegenübergestellt.
