Nel luglio 2011, il Kenya ha seguito l’esempio del Marocco diventando il secondo paese africano a lanciare un’iniziativa per l’accesso ai dati governativi aperti denominata Kenya Open Data Initiative (KODI). I dati governativi aperti (OGD) sono oggi ampiamente considerati come un indicatore di buon governo in quanto favoriscono la trasparenza, la responsabilità e la partecipazione, oltre alla crescita sociale ed economica attraverso la creazione di posti di lavoro e la promozione dell’innovazione. Affinché le iniziative OGD possano realizzare questi obiettivi, non sarà sufficiente pubblicare i dati in formati aperti. Essi devono essere disponibili, accessibili e pertinenti per poter portare all’azione. Inoltre, gli utenti devono essere dotati delle capacità e delle competenze necessarie, come l’alfabetizzazione digitale, per sfruttare efficacemente il valore dei dati. Devono stabilire un collegamento tra le informazioni a loro disposizione sotto forma di set di dati e la loro partecipazione alla governance come 'addetti ai lavori' piuttosto che come ’estranei’ che agiscono in uno 'spazio invitato' o 'spazio inventato'. Inoltre, i cittadini dovrebbero abbracciare il processo decisionale congiunto sfruttando i nuovi strumenti partecipativi derivanti da una maggiore OGD.
