Pierwsza Konferencja Rewizyjna Międzynarodowego Trybunału Karnego odbyła się w Kampali w Ugandzie i przyniosła przełomowe poprawki do Statutu Rzymskiego, stawiając zbrodnię agresji w centrum uwagi współczesnego międzynarodowego systemu sądownictwa karnego. Zgromadzenie Państw-Stron zgodnie przyjęło rezolucję, która wprowadza wyłącznie kompromis definicyjny osiągnięty w odniesieniu do zbrodni agresji. Kompromis z Kampali stanowi zwieńczenie wieloletnich wielostronnych negocjacji. Niniejszy wkład ma na celu całościowe ujawnienie, między innymi, zasady komplementarności jako potencjalnej przeszkody jurysdykcyjnej ocenianej w kontekście nowo przyjętej zbrodni agresji.
