In the mid-1980’s, during Regan’s national 'War onDrugs', crack cocaine emerged in the inner-cities,adding a new dimension to the issue of illicit druguse in the United States. During this time period,there was a growing interest in the complexities ofdrug and alcohol use by pregnant women. By the endof the decade, these issues merged together whichresulted in a new national social problem toeliminate: to save innocent ’crack babies’ from theirdangerous and irresponsible ’crack moms’. Inaddition to providing an in depth case study on theInteragency Policy in Charleston SC, this bookexamines the discourse surrounding the socialconstruction of ’crack babies’ and ’crack moms’ andillustrates how these stereotypes aided in providingjustification for the practice of incarceratingpregnant drug addicts as well as the creation offetal rights legislation in South Carolina. Thisstudy illustrates the complexities of the impactrace, class, gender and cultural ideologies had onshaping these punitive responses which eventuallywere found to violate constitutional rights.
