Struktura pomocy rozwojowej zakłada istnienie relacji między darczyńcą a odbiorcą. Relacja ta zakłada, że produkty i procesy dostarczane przez darczyńcę stanowią priorytet rozwojowy dla krajów rozwijających się, że kraj rozwijający się będzie uczestniczył w planowaniu i wdrażaniu inicjatywy oraz że rząd kraju przyjmującego będzie utrzymywał i wspierał produkty i procesy po zaprzestaniu wsparcia przez kraje rozwinięte lub darczyńców. Chociaż zakłada się, że wartość zaangażowania krajowego jest korzystna, nie ma powszechnie przyjętej definicji tego pojęcia i nie opracowano systematycznej metody jego pomiaru. Niniejszy projekt badawczy stanowi wkład w rosnącą dyskusję na temat zaangażowania krajowego w kontekście pomocy rozwojowej. Jego znaczenie polega na próbie pomiaru tego pojęcia przy użyciu procesu zawierania umów opartych na wynikach, co nie było dotychczas realizowane. W ramach badań podjęto również próbę udokumentowania sprawdzalnych zmiennych pośrednich łączących zaangażowanie krajowe w zawieranie umów opartych na wynikach z wynikami zdrowotnymi. W związku z tym starano się podnieść kwestię odpowiedzialności krajowej z poziomu czysto teoretycznego do bardziej konkretnego.
