Le Brésil est un pays immense qui possède un vaste littoral abritant un environnement marin riche. Cependant, l’exploration pétrolière dans sa zone économique exclusive (ZEE), son plateau continental (PC), sa zone contiguë (ZC) et sa mer territoriale (MT) est très importante pour le développement du Brésil. Elle peut permettre au pays de devenir extrêmement compétitif sur la scène commerciale internationale, ce qui attirera l’attention des investisseurs étrangers1. Des défis se sont posés, principalement en raison du trafic des navires et des plateformes impliqués dans la production, le transport et la logistique du pétrole, qui augmentera de manière significative dans les années à venir. Le risque de pollution par les hydrocarbures augmente parallèlement à l’augmentation du nombre de navires susmentionnés, mais la pollution de l’environnement marin a diminué. Cette diminution est visible dans les statistiques (annexe 1) de l’International Tanker Owners Pollution Federation (ITOPF), où l’on constate qu’au cours des dernières décennies, le risque était de 56 % dans les années 1970, il est passé à 21 % dans les années 1980, puis à 20 % dans les années 1990, pour atteindre 3 % dans les années 20002.
