Di fronte alle sfide che le piccole e medie imprese devono affrontare a livello nazionale, lo Stato deve avere chiari i meccanismi attraverso i quali può favorirle. In questo contesto, il presente documento analizza la rilevanza delle politiche pubbliche per le piccole e medie imprese (PMI). Presenta le principali iniziative di questa natura realizzate a partire dagli anni ’60, quando è stato possibile osservare importanti cambiamenti in questa politica in Brasile. In questa prospettiva, l’obiettivo è stato quello di valutare, in termini generali, la misura in cui gli investimenti pubblici legati alle PMI sono avanzati o sono ancora incipienti. Inoltre, la tesi è che questi investimenti sono essenziali per lo sviluppo locale e regionale. Sono in grado di stimolare la capacità innovativa e di favorire i differenziali competitivi delle imprese.
