Questa tesi si concentra sulle innovazioni avvenute intorno alle idee sulla follia, alla costituzione delle agende pubbliche, nonché alla traduzione di tali agende in cambiamenti istituzionali. A tal fine, è stato necessario privilegiare le prospettive teoriche che chiariscono il ruolo delle idee nella formazione delle agende governative e recuperare il percorso tracciato dai discorsi e dalle pratiche relative al 'pazzo' - considerato malato di mente da M. Foucault e cittadino titolare di diritti da F. Basaglia. Partendo dall’esperienza del comune di Belo Horizonte nel campo della salute mentale, il presente studio analizza la politica comunale in materia di salute mentale cercando di identificarne la costituzione, il percorso, i progressi e, infine, le sfide. Analiticamente, si cerca di chiarire come la Riforma Psichiatrica e le sue premesse siano state incorporate nella struttura e nelle dinamiche della politica e come tale riforma sia stata implementata nel comune, avendo come asse la direttiva della deistituzionalizzazione.
