As American foreign policy and military assetmanagement expand beyond the so-called 'Drug War' inColombia, Professor Luz Nagle analyzes that country’sproblems and makes recommendations regarding what itwill take to achieve stated U.S. and Colombian objectives inthat crisis situation. She also examines the concomitantissue of 'spillover' from the Colombian crisis into the rest ofthe Latin American region. The results and recommendationsof this analysis go well beyond prescribing a simplemilitary solution to the complex political-economicsocial-moral-security issues of this 50-year-old war. In theseterms, it becomes clear that the military in general and theU.S. Army in particular must change in order to operatemore effectively in the full spectrum of current and futureconflict.
