La difusión de la ideología religiosa inca, la política de reasentamientos forzosos y el establecimiento de nuevas propiedades reales fueron los proyectos llevados a cabo por los incas en Vilcas Huaman. Con el Cuzco como modelo, el sitio de Vilcas se configuró en base al sistema de ceques y a la reproducción de las principales huacas cuzqueñas. Estas acciones permitieron redefinir el simbolismo del paisaje de la zona, debido a que se recurrió, por sobre todo, a las montañas, piedras y fuentes de agua como elementos de referencia. Julián Santillana señala que la presencia de componentes religiosos no se limitó al asentamiento principal, sino que se ha identificado evidencias de elementos sagrados en otros tres asentamientos representativos de la región que también evocan el paisaje sagrado cuzqueño. 10
