Os ejidos como conceito jurídico de posse da terra na esfera municipal e de competência em benefício da população continuam em vigor, devem ser relançados e reivindicados. A sua antiga função de reserva fundiária para a expansão das cidades mantém-se, adaptada à situação social e urbana atual e às novas referências jurídicas. A construção de obras públicas de interesse social, a construção de habitações e a atribuição de títulos de propriedade aos habitantes dos bairros das terras, uma vez desbravadas, conferem aos ejidos uma grande relevância num país com uma população essencialmente urbana. Por conseguinte, é necessário e urgente demarcar, definir e restituir as terras dos ejidos. A cidade de Caracas, fundada em 1567, tem ejidos desde 1594, quando o Governador da Província da Venezuela, Don Diego de Osorio, os decretou como tal, com o objetivo de proporcionar a Santiago de León uma reserva de florestas, água, pasto e lenha para os seus vizinhos e para a sua expansão urbana.
