I governi venezuelani, a partire dal terzo decennio del XX secolo e fino ad oggi nel XXI, si sono caratterizzati per la definizione di politiche economiche e sociali che dipendono fondamentalmente dalle entrate petrolifere, generando cicli di stabilità, benessere e bonanza e periodi di scarsità, difficoltà e disagio nell’attività economica e nella società in generale, basati sui proventi internazionali degli idrocarburi.Questo è diventato più evidente dal 1974 in poi, perché le fasi di alto reddito e di scarsità si sono verificate in periodi di tempo relativamente brevi, e gli amministratori nazionali non hanno mai pianificato politiche economiche e sociali di ampio respiro che impedissero alla relativa abbondanza di contribuire a diminuire le difficoltà dei periodi di disagio. Al contrario, nei periodi di maggiore reddito, le spese e i progetti faraonici sono stati esponenziati, e quando sono iniziati i primi segnali di riduzione del reddito, le difficoltà dei venezuelani si sono rapidamente aggravate, con maggiore gravità per chi aveva meno risorse.Gli amministratori della democrazia rappresentativa e della democrazia diretta e protagonista hanno fatto poca differenza in queste azioni.
