Zarządzanie wiedzą (KM) jest ważnym czynnikiem, który należy uwzględnić w portalach e-administracji, aby zapewnić sprawny przepływ wiedzy między organami rządowymi, osobami fizycznymi i organizacjami. Istotnym aspektem portali e-administracji, który nie został odpowiednio uwzględniony, jest zakres wdrożenia KM oraz określenie kierunku rozwoju portalu e-administracji z perspektywy KM. W niniejszym modelu oceny badawczej, znanym jako model KM dla e-administracji, zastosowano trzy szerokie mechanizmy KM dla portali: gromadzenie wiedzy, organizację i zastosowanie. W oparciu o ten model opracowano listę kontrolną do oceny na podstawie analizy literatury i najlepszych doświadczeń innych krajów w zakresie portali e-administracji. Wykorzystano ją do oceny portali e-administracji na poziomie ministerstw w celu zbadania stopnia wdrożenia mechanizmów KM oraz określenia kierunku rozwoju portali. Ponadto wykorzystano ankietę i przewodnik do wywiadów w celu zbadania stopnia zastosowania ICT w KM w jednostkach badawczych oraz jego wkładu we wspieranie rozwoju portali e-administracji.
