O modelo DTC foi concebido para os decisores, para que possam tomar uma decisão de investimento menos arriscada, tomando medidas de benefícios, oportunidades, custos e riscos. O modelo DTC é aplicado à indústria móvel do Reino Unido para tomar uma decisão de investimento na próxima geração de serviços baseados na localização.
