Em 2004, a UE pôs em prática o método do leilão eletrónico para aumentar a competitividade nos contratos públicos. Apesar dos seus efeitos positivos na competitividade, as taxas de utilização continuam a ser inferiores ao previsto. Neste contexto, a presente investigação visa descobrir de que forma os leilões electrónicos afectam a competitividade e por que razão as taxas de utilização continuam a ser inferiores ao esperado. Para o efeito, são concebidos dois modelos empíricos. O primeiro modelo refere-se ao efeito total do método do leilão eletrónico na competitividade e mostra que este aumenta significativamente a competitividade. O segundo modelo mostra que o método do leilão eletrónico diminui surpreendentemente o número de propostas nos contratos públicos. Observa-se também que este método aumenta a atratividade dos contratos públicos; no entanto, prolonga o processo e este prolongamento tem efeitos negativos na concorrência. Por último, apesar de algumas desvantagens do método do leilão eletrónico, as vantagens da utilização deste método nos contratos públicos superam as desvantagens e melhoram a concorrência.
