La naturalisation des apatrides s’inscrit dans le cadre plus large du problème de l’apatridie qui, depuis peu, attire de plus en plus l’attention. Cependant, la question de la naturalisation facilitée des apatrides, proposée comme l’une des mesures visant à réduire l’apatridie, reste largement négligée. Cet ouvrage tente d’identifier les obligations internationales des Etats en matière d’attribution de la nationalité par naturalisation et de formuler des normes internationales et européennes pour faciliter l’accès des apatrides à la citoyenneté. A la lumière de ces normes, les régimes nationaux de trois Etats - l’Estonie, la Hongrie et la Slovaquie - sont évalués et comparés les uns aux autres. L’étude comparative se concentre en particulier sur l’évaluation des exigences matérielles (résidence, langue et autres exigences d’intégration, bonne moralité, exigences en matière de ressources économiques, loyauté envers l’État et sécurité) et des aspects procéduraux de la naturalisation (demande, procédures) ainsi que sur d’autres domaines de préoccupation liés à l’accès facilité à la citoyenneté. Sur la base de l’étude comparative, des recommandations générales sont formulées.
