Inhaltsangabe:Gang der Untersuchung: Die vorliegende Diplomarbeit beschäftigt sich mit dem Potential an vor- bzw. nachteiligen Auswirkungen von Telearbeit aus theoretischer Sicht, die am Beispiel der Stadtverwaltung Aachen (Dezernat V) konkretisiert werden. Zunächst wird das theoretische Fundament von Telearbeit anhand fünf Dimensionen vorgestellt. Die 'organisatorische Dimension' erläutert die möglichen Formen von Telarbeit und deckt die Notwendigkeit eines Telemanagements auf, das die Bereiche Koordination, Kommunikation, Führung und Kontrolle zusammenfaßt. Die 'Home-Based Telework/Alternierende Telearbeit' wird aufgrund ihrer Vorteilhaftigkeit in den Mittelpunkt dieser Arbeit gestellt. Die 'arbeitspsychologische Dimension' erläutert im wesentlichen das notwendige telearbeitsrelevante Persönlichkeitsprofil des Telearbeiters bzw. des Vorgesetzten. Die 'wirtschaftliche Dimension' systematisiert die telearbeitsrelevanten Kosten- und Nutzenelemente und zeigt das Rüstzeug zur Durchführung einer Wirtschaftlichkeitsüberprüfung von Telearbeit auf. Desweiteren werden im Rahmen der 'rechtlichen Dimension' individualrechtliche Fragen, Zutrittsrechte zum Telearbeitsplatz usw. erläutert. Schließlich behandelt die 'technische Dimension' die technische Ausgestaltung des Telearbeitsplatzes, Wahl des Verbindungsmediums, Kommunikation mit dem Unternehmen und die Datensicherheit. Nach einem Überblick über die Aufbauorganisation bzw. Ablauforganisation der Ämter des Dezernates V und dem Stand der Reformbemühungen im Rahmen der Verwaltungsstrukturreform der Stadtverwaltung Aachen (Kapitel 3), befaßt sich Kapitel 4 mit den Ergebnissen der Mitarbeiterbefragung des Dezernates V. Die Befragung bescheinigt eine freiwillige Bereitschaft der Mitarbeit zur alternierenden Telearbeit von 65% bzw. seitens deren Vorgesetzten von 77%.
