Bisherige Erfahrungen zeigen, wie schwer es ist, innerstaatliche Regelungen zum Minderheitenschutz durch effektive internationale Vereinbarungen zu verstärken. Um so wichtiger ist es, jene Bedingungen zu identifizieren, die in unterschiedlichen historischen Konstellationen und institutionellen Kontexten darüber entscheiden, ob und inwieweit eine Internationalisierung des Minderheitenschutzes gelingen kann. Anhand zweier Fallstudien zum Minderheitenschutz im Völkerbund und in der KSZE/OSZE entwickelt dieser Band einen neuen, eigenständigen Zugang zur Problematik des internationalen Minderheitenschutzes, der die restriktiven Bedingungen internationaler Politik und die begrenzte Reichweite internationaler Organisationen gebührend berücksichtigt. In systematischer Weise werden historische Erfahrungen fruchtbar gemacht für die Analyse eines sehr aktuellen und für die praktische Politik überaus relevanten Themas, das seit dem Ende des Ost-West-Konflikts einen prominenten Platz in den Debatten über die Sicherheit in Europa einnimmt.
