Vielmehr handelt es sich um einen machtgeleiteten Prozess, in dem der Technikeinsatz von den unterschiedlichen Interessen der Akteure politisiert wird. Das Handeln der Beteiligten zielt nicht in erster Linie auf die Ausgestaltung neuer IT-Verfahren, sondern auf die dahinter liegendenMachtstrukturen. Alexander Löcher, der an der Grobkonzeption des untersuchten IT-gestützten Berichtswesens „SaxIB' beteiligt war, widmet sich der in der Forschung bisher wenig beachteten Innovationspraxis von öffentlichen Verwaltungen. Er gibt detailliert Aufschluss darüber, wie ein technisches Innovationsvorhaben mit Hilfe der bestehenden Machtstrukturen in die politisch-administrative Logik der Ministerialverwaltung eingepasst wird.
