Dzięki temu przede wszystkim służby niepolicyjne zajmujące się zapobieganiem zagrożeniom mają możliwość przygotowania się na ewentualną sytuację kryzysową. W niniejszej pracy nie uwzględniono działań policji w zakresie zapobiegania zagrożeniom. Obecna sytuacja, zwłaszcza w kontekście międzynarodowego terroryzmu, podkreśla znaczenie środków antyterrorystycznych. Często odnoszą się one jednak wyłącznie do zapobiegania terroryzmowi. Instytucje takie jak straż pożarna i służby ratownicze w Niemczech rzadko zajmują się tematyką terroryzmu. Niniejsza praca stanowi pierwszy krok w kierunku zmiany tego stanu rzeczy.
