En esta investigación se exploran factores que inciden negativamente sobre los trámites para obtener permisos de construcción en El Salvador, a pesar de los esfuerzos realizados en materia de mejoras regulatorias de los últimos 15 años y las iniciativas recientes para rediseñar la arquitectura institucional correspondiente, teniendo como objetivo agilizar dichos trámites, tomando de base la aprobación de la Ley Especial de agilización de inversión para el fomento de proyectos de construcción, en noviembre 2013, cuando por primera vez se contó con una ventanilla única para trámites de construcción, gestionada eso sí, al interior del Viceministerio de Vivienda y Desarrollo Urbano del Ministerio de Obras Públicas; después de 24 años de promesas oficiales frustradas. Sin embargo, dicha iniciativa no prosperó como se tenía previsto, desapareciendo con derogación de la Ley y la creación de la Dirección de Trámites de Construcción mediante Acuerdo Ejecutivo N°6, en febrero 2023. Se mantuvo la figura de ventanilla única para tales propósitos, pero no se lograron las mejoras de eficiencia esperadas; promulgándose una nueva ley; exprofeso para atender la demanda de permisos de construcción.
