Dans les pays disposant d’une Fonction Publique hybride à l’instar du Cameroun, le régime juridique des ressources humaines étatiques n’est généralement pas analogue. D’un côté se trouvent les fonctionnaires dont les statuts aménagent une carrière plus ou moins confortable, tandis que de l’autre côté, les agents de l’Etat, liés à celui-ci par un contrat de travail, tirent le diable par la queue. Malheureusement, il appert que cette situation ne semble pas considérablement intéresser l’Organisation Internationale du Travail, elle qui a pourtant fait de l’idéal de justice sociale son leitmotiv. Afin que cesse de perdurer cette discrimination à l’emploi entretenue par l’Etat, l’OIT devrait assurer une meilleure vulgarisation de sa Convention n°151 sur les relations de travail dans la Fonction Publique, que le Cameroun gagnerait à ratifier.
