Inhaltsangabe:Einleitung: Die Möglichkeit der europäischen Börsen, nach der Umsetzung der Wertpapierdienstleistungsrichtlinie ihre Handels- und Abwicklungssysteme auf elektronischem Wege in allen Mitgliedsstaaten der EU anzubieten und die bevorstehende Einführung einer einheitlichen europäischen Währung, haben einen zunehmenden Wettbewerb zwischen den Finanzplätzen Europas entfacht. Kennzeichnend hierfür sind nicht nur weitreichende Veränderungen der Börsenstrukturen im In- und Ausland, sondern auch eine grenzüberschreitende Produkt- und Dienstleistungspolitik der Börsen selbst. Vor diesem Hintergrund begann schon vor Jahren in Deutschland eine kontrovers geführte Diskussion über die Vor- und Nachteile zentraler bzw. dezentraler Handelssysteme und insbesondere auch über die Leistungsfähigkeit elektronischer Handelsplattformen. Mit der nun bevorstehenden Einführung des elektronischen Handelssystems Xetra (Exchange Electronic Trading), welches im Rahmen eines mehrjährigen Projektes entwickelt wurde, scheinen diese bislang oft nur theoretisch geführten Auseinandersetzungen nun einen Rahmen zu erhalten, der genauere Untersuchungen möglich machen wird. Xetra soll noch in diesem Jahr das seit 1991 existierende elektronische IBIS-System der Deutschen Börse AG übernehmen und bis Ende 1998 alle Wertpapiere, die bisher an der Frankfurter Wertpapierbörse gehandelt wurden, gleichermaßen über den elektronischen Weg handelbar machen. Zusätzlich hierzu wird eine integrierte und schnelle Abwicklung der abgeschlossenen Geschäfte über die neue Plattform gewährleistet sein. Verbunden mit dem neuen System ist die Hoffnung, eine Steigerung der Marktliquidität zu erhalten und damit die Wettbewerbsfähigkeit des Finanzplatzes Deutschland verbessern zu können. Um dieses Ziel erreichen zu können, wird von Seiten der Deutsche Börse AG angestrebt, die gesamte Liquidität des nationalen Kassamarktes in einem einzigen zentralen Orderbuch zu konzentrieren und gleichzeitig den dezentralen Marktzu
