Michael Opoku est diplômé de l’Université des études professionnelles de Legon et étudiant en comptabilité à l’ACCA (Royaume-Uni). Michael est également titulaire d’une licence en administration des affaires, option comptabilité, de l’Université Kwame Nkrumah des sciences et technologies de Kumasi. Michael a également suivi des cours sur la finance des risques énergétiques. Il travaille pour la NHIA en tant que comptable de district.Ce travail tire plusieurs enseignements importants concernant le processus de mise en œuvre des réformes. Premièrement, de nombreux pays ne disposent pas des données et informations nécessaires pour évaluer l’impact ou les effets de la réforme. Afin de réduire les erreurs, il est conseillé aux pays d’envisager de mettre en œuvre la réforme à titre expérimental, en l’accompagnant d’un suivi continu, d’une collecte de données et d’une évaluation. Deuxièmement, la collecte de données doit être guidée par les objectifs des analyses. Le Système national d’assurance maladie (NHIS) du Ghana, en tant que forme d’assurance maladie sociale, présente un caractère unique, et le paiement par capitation, en tant que mode de rémunération des prestataires, devrait être encouragé pour l’ensemble des services de soins primaires.
