A controvérsia sobre a definição dos objetivos da pesquisa é a seguinte: o ponto de partida é a existência de universidades com necessidades de sistemas de informação específicos, com experiência limitada na criação e utilização de sistemas de informação. Na primeira etapa, para atender às necessidades do sistema de informação, aspectos técnicos, como software e hardware, precisam ser construídos e as administrações das universidades precisam ser adaptadas. O sistema de informação requer um processo sustentável a longo prazo, uma infraestrutura adequada precisa ser criada e permitir a manutenção do sistema de informação em todos os âmbitos. O principal objetivo da investigação é considerar formas eficazes que facilitem a parte administrativa com o uso de sistemas de informação no contexto de recursos escassos normalmente encontrados no Afeganistão. Primeiro, um objetivo importante é encontrar maneiras de evitar a lacuna da realidade e o fracasso do sistema de informação no Afeganistão em direção ao desenvolvimento sustentável de SI em projetos de sistemas de informação em países em desenvolvimento.
