A cannabis é a substância mais consumida no mundo, depois do álcool, com um elevado potencial de dependência. As drogas referidas neste trabalho são substâncias psicoativas consumidas exclusivamente para fins não medicinais. Especialmente entre adolescentes e jovens adultos, a cannabis é uma droga recreativa comum desde 2000, com tendência crescente. Além do consumo de cannabis biológica ilegal, é importante mencionar a distribuição fácil e anónima de misturas ilegais para fumar à base de canabinóides sintéticos, por exemplo, através da Internet. Os consumidores de cannabis são os mais jovens entre os pacientes com dependência química e, embora uma clara maioria da população alemã considere o consumo de cannabis mais arriscado do que o consumo de álcool, cerca de 60% das pessoas são a favor da descriminalização do consumo pessoal de cannabis. Para responder à questão de quais efeitos isso poderia ter sobre o comportamento de consumo, é necessário primeiro esclarecer o conceito de descriminalização.
