Le bureau de l’éducation du GNRS en général et les bureaux de l’éducation des woredas sélectionnés ainsi que les CSTC en particulier se sont efforcés de jouer un rôle important dans l’offre de formation non formelle aux moyens de subsistance, mais les résultats de l’étude indiquent que la plupart des centres de formation n’ont pas été aussi performants que prévu. Les programmes NFST proposés dans les CSTC étaient mal organisés, gérés, structurés, dotés en personnel, équipés et facilités en termes de ressources humaines et non humaines. En raison du peu d’attention accordée par les organismes concernés et des pratiques de gestion des programmes de formation des CSTC, ainsi que de leurs capacités institutionnelles inadéquates, les contributions réelles des centres de formation à la communauté locale sont très minimes.
