Le transport ferroviaire de marchandises a subi des transformations à partir des années 1990 grâce au processus de privatisation et au Programme d’investissement logistique (PIL) visant à moderniser l’infrastructure de transport du pays. Le PIL a établi des lignes directrices visant à rétablir une planification intégrée des transports. Il s’est concentré sur l’efficacité des infrastructures de transport, la réduction des coûts et l’amélioration de la qualité des opérations et des services, dans le but d’accroître la compétitivité économique du pays. L’une des exigences de la LIP était le plan d’investissement triennal (PTI), une obligation contractuelle présente dans tous les contrats de concession signés avec les concessionnaires ferroviaires au Brésil, les obligeant à réaliser des investissements triennaux. Cette étude visait à analyser l’impact des investissements sur la production et la sécurité dans le transport ferroviaire de marchandises.
