Il trasporto merci su rotaia ha subito trasformazioni a partire dagli anni ’90, grazie al processo di privatizzazione e al Programma di Investimento Logistico (PIL), volto a modernizzare l’infrastruttura di trasporto del Paese. Il PIL ha stabilito linee guida volte a ristabilire una pianificazione integrata dei trasporti. Si è concentrato sull’efficienza delle infrastrutture di trasporto, sulla riduzione dei costi e sull’aumento della qualità delle operazioni e dei servizi, con l’obiettivo di aumentare la competitività economica del Paese. Uno dei requisiti del PIL era il Piano di Investimento Triennale (PTI), un obbligo contrattuale presente in tutti i contratti di concessione firmati con i concessionari ferroviari in Brasile, che li obbligava a realizzare investimenti triennali. Questo studio si proponeva di analizzare l’impatto degli investimenti sulla produzione e sulla sicurezza del trasporto ferroviario di merci.
