Oggetto di questa ricerca è stato il Consiglio del Lavoro dello Stato del Paraná, con l’obiettivo di analizzare gli elementi di democrazia e partecipazione sociale. L’obiettivo di questo lavoro è stato quello di riflettere sulla partecipazione delle istituzioni allo sviluppo e al rafforzamento delle politiche del lavoro, dell’occupazione e del reddito nel Consiglio Statale del Lavoro. A tal fine, era importante comprendere il processo storico della democrazia e della partecipazione come elemento di rafforzamento degli spazi della società civile. Si è cercato inoltre di riflettere sul mondo del lavoro e sulla classe operaia, che è di fondamentale importanza per comprendere le formulazioni attuate in Brasile in materia di politica del lavoro e la sua gestione partecipativa.
