L’un des objectifs de l’Union européenne est de rendre la zone économique de l’UE plus compétitive grâce à la mobilité des apprenants et des travailleurs. Cependant, les taux de mobilité actuels dans l’UE sont relativement faibles, car malgré les quatre libertés fondamentales accordées, les obstacles sur le marché européen de l’éducation et de l’emploi limitent les intentions de mobilité et la liberté de choix des citoyens de l’Union. Le manque de transparence et de comparabilité des systèmes d’éducation et de formation des 28 États membres de l’UE constitue un obstacle majeur à la politique éducative. C’est pourquoi des initiatives européennes visent à supprimer ces obstacles et d’autres similaires. Ce travail porte donc sur les instruments de mobilité de l’UE, en mettant l’accent sur le cadre européen des certifications (CEC) et son impact sur le marché européen de l’éducation et de l’emploi. Un domaine de recherche examine l’influence du CEC sur la liberté individuelle des citoyens de l’Union, tandis qu’un autre se penche sur les résultats obtenus lorsque l’on met en relation les obstacles et les efforts nécessaires à l’élaboration et à la mise en œuvre du cadre de certification avec les avantages réels pour les citoyens et le marché du travail.
